If you get an error Windows cannot find HELPCTR.EXE, it may be that a registry entry has got corrupted. To fix this, Start Regedit and navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\HELPCTR.EXE
If the key isn't there, right click on App Paths key and create a new key HELPCTR.EXE It should have a value of C:\WINDOWS\PCHealth\HelpCtr\Binaries\HelpCtr.exe. Now reboot computer for the change to take effect.
