Windows XP has a program called shutdown.exe which allows you to easily create shortcut to shutdown or restart your computer. To create a shutdown shortcut on the desktop:
Right click on the desktop.
Click New - Shortcut.
Enter in "shutdown -s -t 00" (type without quotes).
Press the Next button.
Type a name for this shortcut. Click Finish button.
